Representative Duran opened the meeting for discussion of amendments added to the bill by the Senate. Representative Stephens discussed the language removed from the bill concerning an exemption for local comprehensive health education programs implemented pursuant to the Colorado Comprehensive Health Education Act. Jane Ritter, Office of Legislative Legal Services, responded to questions from Representative Stephens and Senator Roberts about whether the Colorado Department of Education's content standards would still be in place. Representative Stephens discussed pages 11 and 12 of the rerevised bill concerning funding for abstinence education programs. Representative Stephens and Senator Todd discussed federal funding for abstinence education programming. Ms. Ritter responded to questions about the provisions on page 12 of the rerevised bill. The committee discussed whether abstinence education programs would still be permitted under the bill. Ms. Ritter responded to questions about funding for abstinence-only education programs. The committee continued to dialogue about abstinence education programs and whether those programs would be permitted in schools.

The committee came back to order. Senator Todd continued to discuss whether abstinence education would still be permitted under the bill. The committee discussed the language on page 12 of the rerevised bill, abstinence-only education programs, and the language contained in 42 U.S.C. section 710 concerning abstinence education. Ms. Ritter suggested possible language to address the concerns expressed by committee members about page 12 of the rerevised bill. The committee discussed local control for schools of sexual education programs and the suggested language.

The committee came back to order. Representative Duran discussed possible language about the use of federal moneys for human sexuality education as long as the human sexuality program meets the comprehensive human sexuality education model. Representative Duran asked Ms. Ritter to prepare a committee report incorporating the language concerning the use of federal moneys for human sexuality education with the language from the committee report of the first conference committee on House Bill 13-1081. Representative Stephens discussed language on page 24 of the rerevised bill concerning positive youth development guidelines and comprehensive health education programs as they relate to comprehensive human sexuality education. Ms. Ritter responded to questions about page 24 of the rerevised bill. The committee continued to discuss the language on page 24 of the rerevised bill.

Senator Todd and Representative Stephens discussed language on page 11 and page 24 of the rerevised bill concerning local control of comprehensive human sexuality curriculum, whether those provisions conflict, and whether certain programs would be permitted under the bill.

Representative Stephens stated her concerns about local control being usurped, and her intention to submit a minority report to address her concerns about the bill. Representative Duran discussed who was in the audience and made final comments about the conference committee meeting.
