Representative Gerou presented Senate Bill 13-276 concerning the Disability Investigational and Pilot Support Fund. The bill moves the Coordinated Care for People with Disabilities Fund from the Department of Health Care Policy and Financing and renames it the Disability Investigational and Pilot Support Fund within the Department of Personnel. The new fund is to consist of moneys transferred from the from the Coordinated Care for People With Disabilities Fund, moneys appropriated by the General Assembly, and moneys received as gifts, grants, or donations. Under current law, interest or income earnings from the Breast and Cervical Cancer Prevention and Treatment Fund are credited to the Coordinated Care for People With Disabilities Fund. The bill relocates these earnings to the Disability Investigational and Pilot Support Fund.

The Disability Investigational and Pilot Support Fund will be managed by the renamed Disability-Benefit Support Contract Committee. The bill expands the committee membership. The committee is directed to use the Disability Investigational and Pilot Support Fund to award grants and loans to projects or programs to study or pilot new and innovative ideas, which will lead an improved quality of life or increased independence for people with disabilities. The Disability Investigational and Pilot Support Fund is authorized to make transfers to the existing Registration Number Fund. The Registration Number Fund is also amended to allow for the receipt of gifts, grants, or loans and clarifies that such moneys remain in the fund.

The bill also removes the statutory authority of the Department of Health Care Policy and Financing to operate the pilot program for coordinated care for people with disabilities. This program was established in 2006 and ceased operations as of December 31, 2012.

Representative Gerou responded to questions about the transfer from the Breast and Cervical Cancer Prevention and Treatment Fund and why the Disability Investigational and Pilot Support Fund is being transferred to the Department of Personnel. She continued to respond to questions about the role of the license plate auction group, what constitutes sufficient funds, and the appropriations in the bill.

Mark Simon, representing himself, testified in support of the bill. He provided a handout to the committee (Attachment A). He discussed the pilot programs funded through the Coordinated Care for People with Disabilities Fund and the need to continue consumer-driven pilot programs. He discussed moving the fund to the Department of Personnel, the license plate auction process,
and the possible creation of a revolving loan fund.
