Representative Murray, prime sponsor, presented House Bill 13-1207, concerning the responsibility of a major political party to pay the expenses incurred in connection with holding a primary election in which there are no contested races involving the political party on the primary election ballot. Representative Murray explained the effect of the bill, and discussed her reasons for sponsoring the legislation. The following persons testified regarding House Bill 13-1207:

11:11 AM -- Ms. Donetta Davidson, representing the Colorado County Clerks Association, testified regarding the bill from a neutral position. Ms. Davidson discussed costs associated with conducting an unopposed election. Discussion ensued regarding who pays for an unopposed primary election under the bill, and added costs associated with such an election. Discussion followed regarding how unaffiliated candidate primaries are handled by the bill, as well as minor party candidate primaries. Ms. Davidson responded to questions regarding the effect of the bill on the ability of candidates running unopposed in primaries to raise campaign funding. Representative Murray provided input regarding this issue. Ms. Davidson responded to questions regarding how unopposed primaries are handled in other states.

11:20 AM -- Mr. Will Peterson, representing himself, testified in support of the bill. Mr. Peterson discussed the cost to the taxpayer of conducting unopposed primary elections.
