The committee was called to order. A quorum was present. Committee members received a list of FY 2012-13 state-funded capital construction projects as prioritized by the Office of State Planning and Budgeting (Attachment A). Discussion ensued regarding the following motion made by Senator Schwartz.

MOTION:	Moved to recommend funding of projects #1 through #11 on Attachment A, while moving Controlled Maintenance Level 2 to the #12 position on the list and reordering the remaining projects accordingly. The motion failed on a 3-3 vote.

Representative Brown made the following motion, and responded to questions regarding his reasons for making the motion. Discussion ensued regarding previous requests to fund the Richardson Hall Renovation project at Adams State College and the E.S. French Renovation at Northeastern Junior College. Discussion followed regarding prior recommendations to fund these projects using the proceeds of certificates of participation backed by federal mineral lease revenues, pursuant to House Joint Resolution 08-1042.

French Renovation Northeastern Junior College to #13, and reordering the remaining projects accordingly. Also, to direct Legislative Council Staff to provide a report to the committee in one month on the steps that would be required to privatize the Cumbres and Toltec Scenic Railroad. The motion failed on a 3-3 vote.
