Representative Gardner B., prime sponsor, explained that House Bill 12-1310 is an omnibus bill that addresses several areas of statute governing criminal proceedings. He noted that, as an example, the bill contains provisions that modify the length of time a case may be continued following a defendant's plea of guilty.

01:39 PM -- Senate Bill 12-009 - Concerning Division of Water Resources Cash Funds

Representative Swerdfeger, prime sponsor, explained that Senate Bill 12-009 was recommended by the Water Resources Review Committee during the 2011 interim. He continued by saying that the bill creates the Water Resources Cash Fund, intended primarily for administrative uses by the Division of Water Resources (DWR) in the Department of Natural Resources (DNR). Representative Swerdfeger closed saying the bill consolidates into the Water Resources Cash Fund six existing cash funds.

01:50 PM -- House Bill 12-1311 - Concerning the State Board of Pharmacy

Representative Summers, prime sponsor, explained that House Bill 12-1311 implements the recommendations from the Department of Regulatory Agencies (DORA) 2011 Sunset Review, and continues the Colorado State Board of Pharmacy (board) and the regulation of the practice of pharmacy through September 1, 2021. He noted that it also recodifies and relocates the laws regulating the practice of pharmacy and the laws pertaining to the licensing of addiction programs by the Department of Human Services.

02:30 PM -- Ms. Christy Chase, Office of Legislative Legal Services, responded to questions about definitions in the bill.

02:46 PM -- Ms. Wendy Anderson, representing the Department of Regulatory Agencies, was asked to the table to respond to questions about the Pharmacy Peer Health Assistance Diversion Program, including how the program is funded.

Mr. Val Kalnins, representing the Colorado Pharmacists Society, testified in support of the bill. He provided a list of stakeholders (Attachment A) to the committee. Mr. Kalnins closed by explaining the steps that occurred during the sunset review of the board and discussed the fees in the bill.
