Representative Sonnenberg called the committee to order. Conference Committee Report CLHB 1002.003 was distributed to the committee (Attachment A). The report amends the rerevised bill. The drafter of the report, Debbie Haskins, Office of Legislative Legal Services, explained to the committee that part two of the report goes beyond the scope of the difference and reminded the committee that only the House has permission to go beyond the scope of the differences. She suggested that Senator Jahn ask the Senate for permission to go beyond the scope of the differences. Senator Carroll stated that she does not feel the section goes beyond the scope of the differences and a discussion on this point ensued. Ms. Haskins explained that the committee can offer an amendment to move section two of the report under section one, thus making the entire report within the scope.
