to House Bill 10-1119 (The SMART Government Act) and Joint Rule 25

Senator Carroll welcomed the Joint Judiciary Committee and the Joint Budget Committee (JBC). She explained the purpose of the handouts, including the Senate Judiciary Committee recommendations to the JBC, the House Judiciary Committee letter to the JBC, and the budget decision items from the Department of Corrections (DOC), the Department of Law, the Department of Public Safety, and the Judicial Branch (Attachments A through F, respectively). Representative Levy, representing the JBC, explained that the members of the JBC divided the various state departments amongst themselves for the purpose of leading each briefing. Senator Carroll provided some background about the Senate Judiciary Committee meeting on January 25, 2012, at which the committee discussed its recommendations to the JBC. She spoke about the various recommendations concerning the DOC put forth by the committee in Attachment A.

Representative Levy and Senator Steadman commented about the Senate Judiciary Committee's recommendations concerning the DOC. Senator Carroll continued to comment about the Senate Judiciary Committee's motivation in making its recommendations. Discussion ensued about sex offender treatment at the DOC.

Representative Kagan summarized the House Judiciary Committee's discussions concerning sex offender treatment at the DOC. Representative Levy introduced the JBC staff. Discussion continued about the Senate Judiciary Committee's recommendations concerning the DOC.

Discussion ensued about water buffalo milking stations purchased by Correctional Industries, Inc. (CCi). Senator Carroll commented that further discussions with the department about water buffalo milking stations may be warranted.

Discussion turned to the issue of prison population forecasts, the most recent of which is lower than earlier projections. Representative Gerou stated her opinion that the state should do a prison utilization study that looks at the way the DOC uses state and private prison facilities. Discussion ensued about the possibility of such a utilization study.

Senator Carroll continued to explain the recommendations put forth by the Senate Judiciary Committee in Attachment A. Representative Barker commented that the House Judiciary Committee did not have any specific recommendations about any of the departments it oversees. Representative Levy thanked the Senate Judiciary Committee for the detail in its recommendation letter and extended the JBC's invitation for all members to attend budget discussion meetings.
