Representative Brown, prime sponsor, presented Senate Bill 12-123. The bill would enable the Secretary of State to develop and implement enhancements to the state's business filing system, including more streamlined processes for multiple filings.

Mike Hardin, Director of the Business and Licensing Section, Secretary of State's Office, testified in support of the bill. Representative Wilson asked how the system would be implemented and whether they are working with the Governor's Office of Information Technology (OIT). Mr. Hardin explained they have an internal staff that will be working on the program.

Daniel Denham, representing himself, testified in support of the bill. He noted that he owns a small business and sits on the advisory committee to the Business and Licensing Division. He stated that the bill would improve efficiency for his office. Mr. Denham responded to questions from the committee.

James B. Dean, representing himself, testified in support of the bill. He described his interactions with the Secretary of State's office as an attorney, including sitting on the advisory committee to the Department of State's Business and Licensing Division, and he noted that while the existing filing system is very good, it does have limitations and is unfinished. He stated that the improvements proposed in the bill would make the business filing system more user-friendly. Mr. Dean responded to questions from the committee regarding the need for a statute to allow the office to finish the program. Mr. Dean responded.

Mark Turner, representing the Colorado Nonprofit Association, testified in support of the bill. He explained the bill will allow organizations to take care of all the reports required at once.

Anthony Van Westrum, representing the Colorado Bar Association, testified in support of the bill. He praised the current system. Mr. Van Westrum echoed the comments of Mr. Dean regarding the need for the system. Mr. Van Westrum responded to questions from the committee.

Representative Brown asked Mr. Hardin to respond to a previous question from Representative Swerdfeger regarding the Secretary of State working with OIT. Representative Brown gave some closing remarks on the bill. Some members on the committee commented on the bill.
