11:40 AM -- Briefing by Public Utilities Commission

The committee was called to order by Senator Hudak. A quorum was present.

11:41 AM -- Mr. Doug Dean, Director, Public Utilities Commission (PUC), came to the table to brief the committee pursuant to Joint Rule 25. Committee members received a report analyzing the implementation of a new multiplier for utility rates from the Department of Regulatory Agencies (DORA) (Attachment A). Committee members also received a handout listing some key facts about the PUC and a copy of Mr. Dean's presentation, both provided by the PUC (Attachments B and C, respectively) . Mr. Dean walked the committee through Attachment C. Mr. Dean introduced some of the PUC section chiefs.

11:51 AM

Mr. Dean continued walking the committee through Attachment C. Mr. Gene Kemp, Chief of the PUC Energy Section, responded to a question from the committee about whether the implementation of House Bill 10-1365 has resulted in any utility rate increases. He described recent factors that have resulted in increased utility rates. Discussion turned to which committee of reference has oversight of the DORA for the purpose of House Bill 10-1119, the Smart Government Act.


12:00 PM

Mr. Dean described the role of administrative law judges within the PUC. He also explained how the PUC addresses consumer complaints. Various committee members requested that Mr. Dean follow-up individually regarding certain issues specific to the PUC. Mr. Kemp and Mr. Dean answered questions about the Solar Gardens. In response to a question, Mr. Dean explained the Colorado No-Call program.
