Speaker McNulty, chair, called the Senate Committee on Legislative Council to order.

Representative Peniston and Senator Hudak, sponsors, presented House Bill 12-1218, concerning the Early Childhood & School Readiness Commission. A handout and prepared Amendment L.008 were distributed to the committee (Attachments A and B, respectively). Representative Peniston walked the committee through the provisions of the amendment, which removes the commission's ability to recommend legislation.

Representative Stephens spoke about her work on this issue. She expressed concerns with special-interest funding for interim committees. She said that interim committees sometimes feel compelled to produce bills, so she supports Amendment L.008.

Senator Hudak shared additional remarks in support of the bill. President Shaffer spoke about the evolution of the commission over time. He explained that he does not support the amendment because he feels that valuable bills have been proposed by the commission.

Representative Stephens clarified that the members of the commission would still be free to carry bills on their own, even if the commission cannot formally recommend legislation. President Shaffer responded to her remarks.
