Representative Baumgardner, bill sponsor, presented House Bill 12-1349.

02:02 PM -- Jennifer Gimbel, Colorado Water Conservation Board, spoke in support of the bill and spoke about some of the projects funded through the bill.

02:04 PM -- Craig McLaughlin, Colorado Parks and Wildlife Division, spoke in support of the bill and explained how the state is able to leverage federal funding for the projects. He discussed some of the projects funded through the bill. Mr. McLaughlin answered questions from the committee concerning fish stocking programs.

Representative Baumgardner, bill sponsor, presented Senate Bill 12-165, concerning funding the Colorado Water Conservation Board Projects. The bill appropriates funds from the Colorado Water Conservation Board Construction Fund for specific water-related projects in FY 2012-13.

02:13 PM -- Jennifer Gimbel, Colorado Water Conservation Board (CWCB), spoke in support of the bill and described some of the projects funded through the bill. (Attachment A)

02:17 PM -- Bruce Whitehead, Southwestern Water Conservation District, spoke in support of the bill and discussed the satellite monitoring system and the Animas La Plata project, and weather modification, all of which have projects funded through the bill. Mr. Whitehead answered questions from the committee concerning weather modification.

Representative McKinley, bill sponsor, presented House Bill 12-1354, which requires dog breeders to provide dogs that are kept in breeders' facilities with access to sanitary, ventilated, solid flooring in their cages. Representative McKinley answered questions from the committee.

02:59 PM -- Teresa Cloud, representing herself, spoke in opposition to the bill and discussed the Pet Animal Care Facilities Program (PACFA) in the Department of Agriculture. She also explained that solid flooring poses a health and sanitation issue for animals. Ms. Cloud answered questions from the committee.

03:06 PM -- Dustin Haworth, Rocky Mountain Pet Dealers, spoke in opposition to the bill, and answered questions from the committee about what a solid surface would require to maintain.

Representative Sonnenberg presented House Bill 12-1356. He responded to questions from the committee regarding the bill's language concerning restrictions and delays on the ability of an oil and gas producer to extract oil and gas. Representative Sonnenberg answered questions from the committee.

04:36 PM -- Geoff Wilson, Colorado Municipal League, answered questions from the committee concerning Governor Hickenlooper's oil and gas task force, the amount of funding that local governments receive from severance tax, and the impact that severance tax funding has on local governments.
