Speaker McNulty, chair, called the meeting to order.

Mr. Dan Cartin, Director of the Office of Legislative Legal Services, discussed legislative policies related to public records and e-mail. A memorandum and a draft policy on this topic were distributed to the committee (Attachments A and B, respectively). Mr. Cartin discussed actions taken by the Committee on Legal Services concerning this issue. Mr. Cartin stated that the changes in policy contained in the draft do not modify the types of materials made available under the Colorado Open Records Act (CORA). He briefly summarized the changes contained in the draft policy.
