Representative Bradford, presented House Bill 1004, Colorado Timber Act, which requires county and municipal building codes to allow and encourage the use of lumber milled from lodgepole pine or Engelmann spruce trees having a grade of "stud" or better for the framing of buildings.

Andy Karsian, Colorado Counties Inc., spoke in opposition to the bill and answered questions from the committee.


09:36 AM -- Representative Bradford explained that counties are already permitted in statute to do what the bill authorizes and asked that the committee postpone the bill indefinitely.

09:40 AM -- House Bill 12-1330

Representative Becker, bill sponsor, presented House Bill 12-1330, which allows a person whose hunting or fishing license has been suspended for two years or more to petition the Parks and Wildlife Commission once a year to end the suspension after half of the suspension has elapsed or after 15 years of a lifetime suspension.

Brad Frano, State Hearings Examiner, Division of Parks and Wildlife, spoke neutrally about the bill and explained how the license suspension process currently operates. He spoke about some of the considerations in issuing license suspensions. Mr. Frano answered questions from the committee.
