11:00 AM -- JBC Long Bill Briefing

Representative Gerou and Representative Becker, Joint Budget Committee (JBC), provided a presentation to the committee on the appropriations to the Department of Agriculture and the Department of Natural Resources (DNR). Representative Becker also discussed the departments' historic spending and some of the bills that have recently changed the appropriations to the departments.

Representative Becker and Gerou answered questions from the committee concerning the Brand Board Book published by the Department of Agriculture, FTE assignments, the 1 percent personal services reduction, the authority of the JBC to eliminate FTE, and three positions that were eliminated in the Great Outdoors Colorado program.

Joy Huse and Viktor Bojilov, JBC Staff, answered questions about appropriations to specific programs in the departments.

The committee raised questions about whether there were cuts to the Division of Water Resources, how many unfunded FTE there are in the departments, whether budget decisions were informed by the Department's SMART Act strategic plans, and reductions to the Division of Parks and Wildlife in DNR.

Viktor Bojilov answered questions about reductions to the Division of Parks and Wildlife and severance tax funding cuts to State Parks.
