07:34 AM -- Prioritization of FY 2012-13 State-Funded Capital Requests

The committee was called to order. A quorum was present. The chair explained that the committee would continue its discussion about prioritizing the FY 2012-13 state-funded requests (see Attachment A). Ms. Kori Donaldson, Legislative Council Staff, explained a staff recommendation regarding the Colorado Financial Reporting System (COFRS) Modernization project, within the Office of Information Technology. Mr. Erick Scheminske, Deputy Director, Governor's Office of State Planning and Budgeting (OSPB), came to the table to discuss the possible classification of the COFRS modernization project as a capital, rather than an operating, request. Discussion ensued on this topic. Mr. Scheminske also responded to a committee question about whether a feasibility study had been conducted prior to requesting the COFRS modernization project. Discussion continued on the proposed funding mechanism for the COFRS modernization project. Mr. Todd Olson, Governor's Office of Information Technology, came to the table to discuss the new common policy proposed to fund the project.

Mr. Olson addressed questions from the committee about the development of the new system. He also addressed a question about whether a feasibility study has been conducted to determine if the existing system needs to be replaced or modernized.

Further, recommend that the project be funded through a new common policy (as requested) and that the amount of annual payment payable from state funds be transferred from the General Fund to the Capital Construction Fund. The chair explained that the committee will meet on Friday, March 9, to continue its discussion about forwarding a prioritized recommendation of projects requested for FY 2012-13 to the Joint Budget Committee (JBC). Prior to adjourning the meeting, another motion was made to reorder the Level II Controlled Maintenance projects as priority #10 and to renumber the remainder of the list accordingly. Committee discussion ensued about the motion and about the role of OSPB in making funding recommendations to the legislature. Discussion turned to the necessity of and source of funding for projects #10 and #11 on Attachment A, both requested for the Cumbres & Toltec Scenic Railroad. Senator Schwartz suggested that the Level II Controlled Maintenance request reorder as priority #12, after the two Cumbres & Toltec Scenic Railroad requests.

Discussion continued on the topic of funding for the Cumbres & Toltec Scenic Railroad requests, and the relative merit of projects included in the Level II Controlled Maintenance request. Discussion turned to the use of money from the State Historical Fund.
