The committee was called to order. A quorum was present. The committee introduced a number of visiting guests. Representative Young, prime sponsor, presented House Bill 12-1230, concerning studies of the redesign of long-term care services for persons with developmental disabilities. Committee members received a handout on the bill from Representative Young (Attachment A). Representative Young provided background on his reasons for sponsoring the bill, and walked the committee through the information on Attachment A.

Representative Young continued to brief the committee on the merits of House Bill 12-1230, and explained the effect of prepared amendment L.002 (Attachment B). Representative Young responded to questions regarding the benefits of conducting an external study on the provision of long-term care services, as opposed to an internal study, and the potential for amending the bill to ensure entities that provide donations to fund the study do not subsequently contract with the state for the provision of long-term care services. Discussion ensued regarding the fiscal impact of amendment L.002. Representative Young clarified provisions in the bill pertaining to certain federal authorizations for Medicare/Medicaid waivers.

Representative Young responded to questions regarding the potential for the study authorized by House Bill 12-1230 to result in a recommendation that long-term care services be privatized. Representative Young responded to further questions regarding the funding source for the study required by the bill, and how any remaining donations for funding the study would be used. Discussion ensued regarding studies on long-term care services for those with developmental disabilities conducted by a number of entities, and the best method for assessing the issue.

Ms. Julie Reiskin, representing the Colorado Cross-Disability Coalition, testified in support of the bill. Committee members received a letter of support for the bill (Attachment C). Ms. Reiskin expressed support for amendment L.002, and discussed previous studies that have been conducted on long-term care for persons with disabilities. She suggested that the care system could be simplified, and explained how the study authorized by the bill could assist with simplifying the system. Discussion ensued regarding the potential for auditing the long-term care system, and the benefits of performing an audit. Representative Young discussed the merits of using the funding source provided for in the bill to address the issue. Representative Young responded to questions regarding the position of the Department of Health Care Policy and Financing on the bill.
