Representative Summers, prime sponsor, presented House BIll 12-1052 concerning the collection of health care work force data from health care professionals and distributed a handout from the Bell Policy Center (Attachment D). This bill requires the Department of Regulatory Agencies (DORA) to collect health care workforce data from certain health care professionals when receiving their initial or renewal license applications beginning on or before July 1, 2013. Professionals affected include: dentists, dental hygienists, physicians, physician assistants, nurses, psychologists, social workers, marriage and family counselors, licensed professional counselors, and addiction counselors. Required data elements include practice location, practice setting, and specific information about the health care professional. The data collected are not required to be validated and there is no penalty for noncompliance. DORA is authorized to accept and expend gifts, grants, or donations to implement the data collection system.

The Director of the Primary Care Office in the Department of Public Health and Environment is required to designate a voluntary advisory group to recommend the structure of the data elements to be collected. The group is to be convened by a nonprofit, statewide membership organization that provides programs and services to enhance rural health care in Colorado. The data are to be made available to the Primary Care Office and in limited form, to the public.

The bill is repealed effective September 1, 2022, after a sunset review.

Representative Soper asked why the bill requires the date of birth of the professionals and asked why there is a safety clause on the bill. Representative Singer suggested providing the year of birth rather than the birth date for security purposes. Committee members and the sponsor agreed with making that change to the bill. Representative Summers responded to questions from the committee about the necessity of the bill.

Alicia Haywood, Colorado Rural Health Center, explained the role of the Colorado Rural Health Center. She expressed the organization's support of House Bill 12-1052. The committee was provided a fact sheet and a letter of support from the Colorado Health Foundation (Attachment E) and from the Colorado Rural Health Center (Attachment F).
