Patricia DeChristopher, Pitkin County, spoke in support of Draft Bill 4 and explained how other water rights would be affected if a water rights owner had more incentives for water use efficiency and increase water conservation.

John Ely, Pitkin County, discussed the similarities between Draft Bill 3 and Draft bill 4, and spoke in support of Draft Bill 4. He also explained the need to trade water rights on an open market under Draft Bill 4.

Ms DeChristopher and Mr. Ely responded to questions from the committee about existing law concerning water conservation and the potential effect of the law on other water users. They also talked about the need for ditch users to operate more efficiently.
