Representatives Garnder and Gerou, prime sponsors, presented House Bill 12-1352. This bill creates the Lower North Fork Wildfire Commission (LNFWC). The LNFWC is composed of two members of the Senate, one appointed by the President of the Senate and one appointed by the minority leader; two members of the House of Representatives, one appointed by the Speaker of the House and one appointed by the minority leader; and the executive director of the Colorado Department of Public Safety (CDPS).

The LNFWC is charged with investigating the causes of the Lower North Fork Wildfire and recommending legislative or other action that would prevent a similar occurrence. The LNFWC will hold at least one public meeting and may conduct additional public meetings to collect information and deliberate on findings, policy recommendations and compensatory recommendations.

All members of the LNFWC are entitled to reimbursement of actual and necessary expenses for attendance at meetings and other LNFWC duties. Legislative members of the LNFWC are further entitled to per diem compensation at the rate for attendance at meetings during the legislative interim. Staff support for the LNFWC is provided by existing personnel from legislative staff agencies or the CDPS.

Representative Court asked the sponsors to talk about the strike-below amendment that was adopted in the Senate State, Veteran, and Miliary Affairs Committee. Senators Renfroe and Cadman also commented on the bill.

01:15 PM -- House Bill 12-1278

Representative Fischer and Senator Renfroe, prime sponsors, presented House Bill 12-1278. The bill, as amended by the House Agriculture, Livestock, and Natural Resources Committee, requires the Colorado Water Conservation Board (CWCB), in consultation with the State Engineer and the Colorado Water Institute, to conduct a comprehensive study to compile and evaluate available historical hydrologic data in the South Platte River Basin. The bill directs the CWCB to contract with the Colorado Water Institute, which will conduct the study independently. The results of the study must be reported to the General Assembly by December 31, 2013. Senator Renfroe talked about the amendments that were adopted in the Senate Appropriations Committee.
