Senator Newell explained the process that the committee will follow as it considers Bill 1, LLS 12-0200 (Attachment A). She then described what will happen to the committee's bills after this meeting. She explained that the drafter would walk the committee through its options.

Mr. Richard Sweetman, representing the Office of Legislative Legal Services, explained that he has prepared several documents to assist the committee whether it decides to go forward with one bill or three. The committee discussed the advantages and disadvantages to splitting Bill 1. Senator King asked if new titles had been created for the two new bills that would be created if Bill 1 were split.

Chief Jackson reminded the committee that most schools do not have SROs. The committee discussed the language on page 24 of Bill 1 concerning the use of peace officers in schools.

In response to questions from Mr. Sweetman, the committee agreed that Senator Newell and Senator Hudak will be co-prime sponsors of the bill in the Senate, and Representative Nikkel and Representative Levy will be co-prime sponsors of the bill in the House. Representative Szabo will be a co-sponsor, and the bill will be a Senate bill. The committee granted the drafter permission to make technical changes, and agreed that the bill will have no safety clause. The committee briefly discussed the effective date of the bill. Senator Newell thanked Mr. Sweetman, the committee members, and Legislative Council Staff for their work.

Senator King thanked everyone for their work on the bill. He expressed his opinion that the bill must change dramatically in order to be used by school districts in Colorado.
