Consideration of Fiscal Information		-

02:10 PM -- Consideration of Fiscal Information

President Shaffer called the committee to order. Natalie Mullis, Legislative Council Staff, presented the Taxpayer's Bill of Rights (TABOR) fiscal information for Proposition 103 (Attachment A). She stated that state law requires the Executive Committee to provide the fiscal information that must be included in the ballot information book for matters arising under TABOR. Ms. Mullis explained that with regard to Proposition 103, TABOR requires the following:

the estimates or actual state fiscal year spending for the current year and each of the past four years with the overall percentage and dollar change; and
for the first full fiscal year of the proposed tax increase, an estimate of the maximum dollar amount of the tax increase and of state fiscal year spending without the increase.

Ms. Mullis discussed the tables on page two of the handout. Table 4 provides information about state spending, and Table 5 provides the estimated state fiscal year spending and proposed tax rate increases.
