08:23 AM -- Presentation of Legislative Department Budget

Mike Mauer, Director of Legislative Council Staff, presented the Legislative Department Budget (Attachment A). He explained that the same changes he noted for the Legislative Council Staff budget apply to the departmental budget. Representative Pace asked about the General Assembly's membership in the Education Commission of the States (ECS) and how staff and members use the commission as a resource. Mr. Mauer noted that the membership is required by statute, but that he will survey staff about the usage of ECS.

Mr. Mauer asked which members would be the prime sponsors, which house to start in, and if all members of the committee will co-sponsor the bill. President Shaffer explained that since the Long Bill will start in Senate, the bill could also begin there. It was decided that the majority leaders will sponsor the bill and all members will co-sponsor it.

08:27 AM -- Legislative Information Services

President Shaffer explained that there has been an interest expressed in moving the Legislative Information Services (LIS) functions under the Legislative Council Staff. The President cited a quote from Colin Powell that discussed the importance of leadership and making difficult decisions. He expressed his support for a change in management for LIS.
