01:30 PM -- Request for Permission to Expend CBAC Fund Moneys

Jennifer Thomsen, Legislative Council Staff, asked for permission to expend CBAC fund moneys on a thank you gift for the volunteer photographer, Kristal Kraft, who spent many hours photographing all of the art and memorials in the building. Ms. Thomsen provided a handout depicting a prototype website that is being developed to provide visitors with information about the art and memorials in the building and on the grounds (Attachment A). The photographs taken by Ms. Kraft will be used on the website and as part of the art and memorials inventory compiled by staff. After some discussion of the appropriate expenditure, the committee suggested that up to $250 be approved.

Ms. Contiguglia requested that Ms. Kraft be asked to sign a release or contract formally giving ownership of the photographs to the state. The committee discussed the possibility of offering photos for sale in the first floor gift shop. Marilyn Eddins reminded the committee that under state law, vending in the building is run by the Business Enterprise Program.

01:36 PM -- Capitol Quilt Show Final Report

Karen Hadfield, Colorado Quilting Council, presented the final report of the 2011 Capitol Quilt Show (Attachment B). The report states that 269 quilts were displayed, and the exhibit was viewed by citizens from 46 states and the District of Columbia and 47 countries. Ms. Hadfield reported that Shelly Young will coordinate the 2013 show for the Quilting Council.

Ms. Hadfield noted that there was damage done during the quilt show installation, and though she was not notified of the issue, she believes it was handled to everyone's satisfaction. Richard Lee explained that two light fixtures were damaged during installation, but they were repaired by Capitol Complex staff. Ms. Hadfield noted that the Quilting Council may explore using a different company for the installation of the next show. Ms. Contiguglia said a pre-installation meeting with Capitol Complex and Visitor Services staff is necessary, whether or not a new contractor is selected.

Staff provided a memorandum identifying issues the committee may wish to consider when making recommendations to the Capital Development Committee about future quilt exhibits (Attachment C). Referring to the memorandum, Ms. Contiguglia noted that concerns had been raised around the timing of the quilt show due to hot conditions in the building during the summer months. Mr. Lee commented that the Life Safety Project has impacted the air flow in the public areas of the building. Ms. Eddins noted that tourists enjoy viewing the quilts, and there may be fewer visitors during the fall if the show were moved. Theresa Holst, Manager of Visitor Services, came to the table to speak to the issues raised in the memorandum. Ms. Holst said that fall is a busy season, with many visitors. She explained that there was also feedback indicating that an 11-week exhibition is too long, as the quilts obstruct views of the building's architectural details. Ms. Contiguglia asked for information about the number of visitors in the building in August, September, and October compared to the summer months.

Ms. Contiguglia asked that Ms. Young and Ms. Hadfield meet with Ms. Holst and Capitol Complex staff to discuss the issues raised and to talk about the possibility of a fall show. Kevin Patterson asked that the discussion include conversation about the day of the week of the installation and dismantling, noting that the process is very disruptive to those in the building. Ms. Hadfield noted that a weekend installation is much more expensive for the Quilting Council. Mr. Lee said a weekend installation would work best for Capitol Complex staff. Ms. Contiguglia asked the Quilting Council to speak with staff about all of these issues.

Ms. Contiguglia remarked on the beauty of the quilt show. She also noted that the MOU that is entered into for future quilt shows needs to state that any damages are to be reported to the Quilting Council and to Capitol Complex staff.

Ms. Contiguglia asked Ms. Eddins and Mr. Patterson to tell the committee about the Freedom Quilts that were hung for the September 11 remembrance event. Ms. Eddins, Mr. Lee, and Mr. Patterson provided information on the exhibit and its installation.

Ms. Contiguglia asked Ms. Hadfield to thank the Quilting Council for its work on another successful Capitol Quilt Show.

02:03 PM -- Dome Renovation Fundraising Quarterly Report

Ms. Christine Staberg, Capstone Group, came to the table to present the Share in the Care quarterly fundraising report (Attachment D). Ms. Staberg told the committee about the press event for the acceptance of the gift of gold from AngloGold Ashanti in September. She said AngloGold has been very supportive of the campaign. Next, she updated the committee on the Dimes for the Dome program, which is set for a January 1 launch. The curriculum is being developed with a goal to raise awareness of the campaign. She said it will be used in financial literacy, social studies, and science curricula. Ms. Staberg reported that discussions have begun with the Colorado Restaurant Association around possible Dining for the Dome opportunities. Next, she discussed the sponsorship with BP America, which will allow the production of a limited edition holiday ornament that will be used as incentive for donations on Colorado Gives Day. She noted that former Representative Jim Riesberg continues to be involved in the campaign. Finally, Ms. Staberg talked about an effort to build a cohort of about 15 foundations to come together to make a gift to the campaign, and she reported that they are also working on a lobbyist outreach project.

Ms. Contiguglia thanked the campaign for its work. Sharon Nunnally asked whether the dome would be lit for the holidays. Kori Donaldson, Legislative Council Staff, explained that the scrim will be up by the end of January, but not in time for the holidays.

02:11 PM -- Other Business

Ms. Contiguglia clarified that the art website discussed earlier in the meeting is a prototype at this point, and has not yet gone live. She thanked staff for their work on that project.
