Representative Priola, chair, called the conference committee to order. Senator Steadman walked the committee through the rerevised bill, which reflects the Senate amendments to the bill. He discussed the provisions pertaining to character education, discipline for retaliatory actions against those who report bullying incidents in good faith, and charter school bullying prevention policies. He recommended that the conference committee work from the rerevised bill and draft a conference committee report.

Representative Stephens discussed her concerns about protecting first amendment rights and the need to use research-based, anti-bullying practices. Senator Steadman explained that the amendment adopted includes first amendment protections. She said that satisfied her concerns and asked the committee discuss the changes made in the Senate to research-based and peer-reviewed curriculum. Representative Priola responded, noting that there are such curricula available for school districts. Representative Schafer suggested that the School Safety Resource Center vet the curricula school districts use. Senator Steadman explained why he recommended removing the language, noting the limited amount of funding the Colorado Department of Education may use in administering the grant program. Discussion on the use of research-based curricula ensued.

Senator Johnston commented, sharing his experience as a school administrator, and asking how an administrator would know that the curriculum has been peer-reviewed. Representative Schafer said that the School Safety Resource Center would post that information on their website. He expressed concern that where schools have employed successful strategies that are not peer reviewed and the effect the requirement may have on innovation.
