Representative Ferrandino, prime sponsor, presented House Bill 10-1401, concerning the management of information technology in state agencies. Committee members received copies of SIPA's 2010 business plan (a copy of the plan is on file with Legislative Council Staff). Mr. Conley provided background on SIPA and its duties. Mr. Conley responded to questions regarding the source of funding for SIPA. Discussion ensued regarding the benefits of the services provided by SIPA. Mr. Conley then discussed the recent consolidation of Colorado's state government websites. Mr. Conley responded to questions regarding collaboration between SIPA and the State Auditor's Office on the bill and amendments. Discussion followed regarding the manner in which services are provided by SIPA.

Representative Ferrandino responded to questions regarding the importance of establishing a performance audit deadline for SIPA in February 2011.
