Discussion of Regulation of "Super Loads"		-

12:13 PM -- Discussion on Regulation of "Super Loads"

Representative McFadyen called the meeting to order. A quorum was present. Mr. R.J. Hicks and Mr. Jeffrey Cummings, representing Duffy Crane and Hauling and the Rocky Mountain Crane Owners Association, presented to the committee. Mr. Hicks discussed highway risks associated with certain dual lane trailers transporting excessive vehicle loads. Mr. Cummings discussed a particular example of a trailer with an excessive load traveling across state borders and provided handouts to the committee (Attachments A, B, C, D, and E).

Mr. Duffy provided background to the committee on maximum allowable payload and gross vehicle weights. He further expressed concerns regarding state regulations.

Mr. Duffy discussed an out-of-state company that has operated on Colorado state highways. Mr. Hicks and Mr. Cummings responded to questions from committee members.

Mr. Hicks and Mr. Duffy discussed permitting fees.

Mr. Herman Stockinger, representing the Colorado Department of Transportation (CDOT), responded to Mr. Hicks' and Mr. Duffy's statements. Mr. Stockinger provided background on the CDOT rule promulgation process. A handout was provided to the committee (Attachment F).

Mr. Stockinger discussed a letter from the Department of Law. Copies of the letter were provided to the committee (Attachment G). Mr. Stockinger discussed CDOT's efforts to ensure highway and road safety for drivers. Additional information was provided on the rule promulgation process.

Mr. Stockinger responded to questions from committee members. Representative McFadyen announced that House Bill 10-1187 would be laid over until a later date.

Representative Fischer asked Mr. Stockinger to comment on proposed third-party verification.
