Rep. Pommer was concerned that the bill increased revenue and FTE.
Rep Sonnenberg explained that this bill restores FTE that was once cut.
Rep. Curry provided clarity about the merits of the bill and how these FTE will be funded.
Rep. Sonnenberg provided additional details about the need for the bill.
Rep. Kerr J. expressed that he is against the bill.
Rep. Sonnenberg responded to Rep. Kerr J.'s concerns.
Rep. Judd expressed his concerns and Rep. Sonnenberg responded and explained that there will be commensurate cuts elsewhere to accommodate these increases.
Rep. Pommer and Rep. Sonnenberg exchanged concerns about the merits of budgetary increases and decreases.
Rep. Curry further expounded the merits of the bill as it relates to other options for using the funding source for budget balancing purposes.

Rep. Pommer had questions as to why it was amended in committee. Rep. Sonnenberg responded.
Rep. Ferrandino had concerns about the changes proposed in the amendment, and is concerned that this will affect whether these are in accordance under the title of the bill.
Rep. Pommer ruled that the amendment does not fall under the title of the bill.
