Representative Peniston, sponsor of Senate Bill 10-062, concerning categorical education programs, presented the bill to the committee. She explained that she has an amendment to remove the repeal of the Colorado Comprehensive Health Education Fund, the repeal of which was already enacted under Senate Bill 10-150. She discussed the remaining provision of the bill, which changes the language pertaining to English language learners.

01:40 PM -- Senate Bill 10-154

Representative Middleton, sponsor of Senate Bill 10-154, concerning the definition of alternative education campuses, presented the bill to the committee. She discussed the role of alternative education campuses in the K-12 education system and explained how the 95 percent threshold works under the definition of alternative education campuses under current law. She noted that the bill changes the current qualifications in order to be designated as an alternative education campus by broadening the definition and criteria.

Representative Merrifield asked why the designation of alternative education campus is limited to secondary schools. Representative Middleton responded that she believes that under this section of law, high risk students are defined as secondary school students, but noted that she is amenable to bringing an amendment to clarify the bill. Upon discussion of this point, the committee determined to prepare amendments for second reading. Representative Solano asked how many alternative education campuses are in Colorado. Representative Middleton responded that she did not know the exact count, but noted that such campuses are located statewide.
