James B. Martin, Governor's appointee to become the Executive Director of the Colorado Department of Natural Resources, described his qualifications and interest in serving as the Executive Director (Attachment A). He also responded to questions from the committee about his objectives for management of the department including the review of permits to drill oil and gas wells and forest health management. Senator Penry distributed a Denver Post Article concerning the effect of federal roadless area rules on Colorado coal miners and their ability to construct roads to drill methane gas venting wells (Attachment B). Mr. Martin explained his objectives concerning the management of federal roadless areas, funding for the Division of Water Resources, and the benefits of the Interbasin Compact Committee.
