Speaker T. Carroll, sponsor of House Bill 10-1044, concerning the licensure of neighborhood youth organizations, presented the bill to the committee. He reviewed the amendments that he would like offered to the bill.

John Arigoni, representing the Boys and Girls Club of Metropolitan Denver, testified in support of the bill and shared information about his organization to the committee.

Anna Jo Haynes, representing Mile High Montessori, testified in support of the bill. She also discussed her involvement in crafting the legislation.

Rosemarie Allen, representing the Division of Child Care in the Department of Human Services, testified in support of the bill and explained the role of the division.

Representative Solano asked if other states have licenses for Boys and Girls Clubs. The Speaker responded that other states license such organizations, citing Kansas as an example. Representative Schafer asked besides the Boys and Girls Clubs, who might apply for the license. The Speaker responded that there are community organizations in his district that focus on youth gang intervention who might be interested in licensure. Representative Todd asked if court appointed special advocates (CASAs) are included under the license. The Speaker responded that the bill is center-focused as opposed to person-focused, as CASAs work with youth on an individual basis. Representative Todd explained that there is a CASA facility in her district. The Speaker responded that the bill is designed for youth centers that are membership-based and participation is voluntary, not for centers that assist youth who have court-appointed advocates.

Tamar Wilson, representing the Colorado District Attorney's Council, testified in support of the bill because the bill is a pro-active measure to keep youth safe and out of the criminal justice system.

Representative Tipton asked about the background requirements in the bill. Ms. Wilson noted that the requirements in the bill are more than what is currently authorized, but that it would be better for everyone to undergo background checks. The Speaker clarified that the Boys and Girls Club conducts background checks on everyone, and it is best practice to do so.

Representative Middleton, sponsor of House Bill 10-1013, concerning modifications to school finance administration, presented the bill to the committee. Representative Scanlan asked about the fiscal note for the bill.

02:21 PM -- State Education Fund Report

Todd Herreid, Legislative Council Staff, reviewed the components of the report and the purpose of the report. He also shared a handout with committee members (Attachment J). He noted that for FY 2010-11, General Fund support for school finance is projected to increase $214 million under current law. He further explained that this projection does not include the current budget shortfall. He stated that there is limited funds available from the State Education Fund.
