03:23 PM -- House Bill 10-1099

Senator Tapia, prime sponsor, presented House Bill 10-1099, concerning authorization to consume alcohol beverages purchased at the Colorado State Fair. He explained that the bill allows any person who purchases an alcohol beverage at the Colorado State Fair to consume and possess the beverage at any location licensed for alcohol consumption within the fairgrounds boundary. However, the beverage may not be removed from the fairgrounds premises. Senator Tapia answered questions from the committee.

Chris Wiseman, General Manager of the Colorado State Fair, explained the need for the bill. He discussed how the bill will improve the use of security resources and reduce security costs. Mr. Wiseman answered questions from the committee regarding alcohol service to underage customers.

Laura Harris, Director of Liquor enforcement at the Department of Revenue, explained an amendment they are working on to change a provision of the bill that creates a patch work of licenses. However, this amendment was not ready for consideration by the committee at this hearing. She also responded to questions from the committee regarding underage drinking at the fair.
