Senator Kester, Prime Sponsor, described the provisions of Senate Bill 10-139 that creates a new income tax return checkoff to collect donations for the Colorado Unwanted Horse Alliance, a registered Colorado nonprofit organization. For income tax years 2010 through 2012, the checkoff would be added to the Colorado individual income tax form as a voluntary contribution.

Leora Starr, Fiscal Analyst, Office of Legislative Council Staff, responded to questions from the committee concerning the bill's fiscal impact and the cost of adding a line item to the state income tax form.

Christopher Whitney, Colorado Unwanted Horse Alliance, spoke in support of the bill and described the current economy and its effect on the growing number of unwanted horses in Colorado. He also responded to questions from the committee regarding how his organization would use the donations to address the problem of unwanted horses.
