11:07 AM -- House Bill 10-1243 -- Concerning Regional Transportation Authorities

Representative McFadyen, prime sponsor, presented House Bill 10-1243. The bill authorizes a metropolitan district that provides transportation-related services to seek voter approval to levy a sales tax and use tax on purchases within the unincorporated portion of the district. Representative McFadyen noted that under the bill, net revenue could be used to fund safety protection, street improvement, or transportation functions. The metropolitan district would pay all costs associated with the election, as well as the net incremental costs of the Department of Revenue necessary to administer and collect the sales tax. She closed by saying the bill also allows a metropolitan district to join a regional transportation authority.

The following persons testified:

11:10 AM -- Mr. Bill Skewes, Colorado Contractors Association, testified in support of the legislation.

11:12 AM -- Mr. Ken Marchetti, representing himself from Edwards Colorado, testified in support of the legislation. He noted that services for roads in Eagle County are provided by the Colorado Department of Transportation. He closed by saying that this bill will allow towns in Eagle County to have revenue to fund additional improvements to Highway 6 and other new road projects.

11:15 AM -- Mr. Bill Clayton, Colorado Counties Inc., testified in support of the bill.
