01:35 PM -- Fallen Heroes Memorial

Representative Weissmann reminded the committee of the discussion at the February 19, 2010, meeting regarding the Fallen Heroes Memorial. Specifically, he said there was discussion about whether clarifying legislation was needed as the memorial was created in statute.

Mr. Tim Drago, Preservation Trust Committee, came to the table to talk about the memorial. He provided a handout outlining his remarks and providing information about the memorial (Attachment A). Mr. Drago reminded the committee that the following military actions were designated in Senate Bill 07-086 to be included in the memorial:

He said he believes the designations identified are appropriate. Mr. Drago spoke to the memorial as a gathering place to remember the sacrifices of Colorado's veterans.

Captain Byron Elliott and Lieutenant James Lehner, assistant professors of military science at the University of Colorado Denver, came to the table to speak about the memorial. Captain Elliott spoke to the significance of the term "War on Terrorism." He talked about the reasons people want to serve, saying they want to serve their country and want to fight in the global War on Terrorism. He provided examples of what the term "War on Terrorism" means to people who choose to fight.

Representative Weissmann responded to Captain Elliott's remarks, saying the War on Terrorism is on-going and may be referred to by a different name in the future. He spoke to the difficulty of memorializing a conflict that is on-going. Mr. Drago clarified that the design of the memorial had been changed. Instead of using plaques, he said, the monument will be sandblasted so that changes can be made in the future. Senator Bacon asked for information about the availability of funds for changes and on-going maintenance. Mr. Drago responded, saying those funds are available. Lieutenant Lehner expressed his agreement with the comments made by Captain Elliott.

Mr. Hite asked Ms. Sill to comment on the design of the memorial, as she has spoken with Mr. Drago about the design and visited the site with him. Ms. Sill said she made some suggestions to Mr. Drago about egress between the benches and the monument and her suggestions were incorporated into the design. She said she believes the materials being used are appropriate.

Mr. Hite asked about the rose garden area. Mr. Drago explained that about two-thirds of the area that is currently the rose garden will be taken up by the monument, with roses on either end. He clarified the size of the monument and the surrounding area.

Representative Weissmann reminded the committee of the discussion at the last meeting around the rock surrounding the flame. The committee expressed concern at the February meeting that the area would be difficult to maintain. Mr. Drago responded, describing the flame, which will be bronze. He said aggregate sandstone will likely be used to surround the flame. Representative Weissmann said Senator Kopp, the sponsor of the legislation creating the memorial, expressed a desire to see a real flame, rather than a brass flame. He asked if Mr. Drago had considered a real flame. Mr. Drago responded, saying that was not a practical idea due to the lack of security in the area. He described the design of the flame.

Ms. Jennifer Thomsen, Legislative Council Staff, reminded the committee that their role is to approve the design and siting of the memorial.

Mr. Nichols reminded the committee that the State Historian weighed in on the questions around terminology (Attachment B).

Ms. Sill expressed support for the memorial design. Mr. Drago explained the process that resulted in the design being considered by the committee.

01:58 PM -- Update on Dome Renovation

Senator Bacon explained that the Capital Development Committee considered a draft resolution regarding the dome renovation fundraising proposal at its meeting on March 18, 2010. He told the committee that the resolution will include a committee to vet the advertising to be used in the fundraising process, as some members of the legislature are concerned about the types of advertising that might be used. He said the Capitol Building Advisory Committee might be the appropriate committee to review proposals and make recommendations to the Capital Development Committee. He noted that committee members were provided a copy of the draft resolution, into which language regarding committee oversight would be inserted (Attachment C).

Representative Weissmann said he wants the resolution to ban advertising on the outside of the dome. Mr. Jim Hare, Colorado Preservation, Inc., suggested adding language to the resolution as follows: "that we hereby support the use of any protective covering over the Capitol Dome and related superstructure during construction for the purpose of displaying artistic renderings of the project, and imagery that celebrates the history, people, and natural beauty of the State of Colorado so as to promote public support for the project and to honor major sponsors of the project in a tasteful manner, subject to input from the Capitol Building Advisory Committee and the Capital Development Committee" (see page two, paragraph seven of the draft resolution in Attachment C).

Representative Weissmann talked about the scaffolding around the Greek Theatre in Civic Center Park, saying he has mixed feelings about similar scaffolding around the Capitol dome. Senator Bacon asked whether Representative Weissmann is comfortable with checks that might be provided by the committee and the Capital Development Committee. Conversation on this issue between Representative Weissmann and Senator Bacon ensued.

Senator Bacon commented that he is comfortable with the resolution with the added language requiring the committee to approve proposed advertising. Ms. Nunally expressed support for the proposal. Mr. Hare said the effort will come under intense public scrutiny and Colorado Preservation, Inc. is well aware of that fact and will work to ensure that nothing that is done will reflect poorly on his organization, the legislature, or the building. He said the suggested language will allow the flexibility needed, while maintaining control over advertising. Mr. Nichols said the suggested change to the draft resolution puts his mind at ease.

Mr. Hite asked for clarification of the suggested change to the resolution language, which Mr. Hare provided. Ms. Eddins suggested the Governor's Office should be included in conversations around the proposal. Senator Bacon suggested that someone from the Governor's Office should be invited to sit in with the committee when it discusses proposals. Mr. Hite noted that there are appointees of the Governor's Office on the committee. Ms. Sill said the committee should encourage promotion of entities donating to the dome project.

Mr. Hare referred the committee to the draft resolution, pointing out that language was added clarifying that the structure, not the gold covering, is in need of repair.

Ms. Sill reported that the family who contributed the money for the Bush portrait on display in the 3rd floor rotunda also donated a significant amount of the gold used on the dome.

02:15 PM -- Rose Onyx

Mr. Lee reminded the committee that the Department of Personnel and Administration is applying for a grant to fix damage to the rose onyx throughout the building. He asked that the committee write a letter of support of the grant. Senator Bacon asked him to work with staff to draft a letter.
