Representative Baumgardner presented House Bill 10-1223. This bill allows for the repeal of the seven member Forestry Advisory Board on July 1, 2010 as recommended in the Department of Regulatory Agency's 2009 Sunset Review. The remainder of the bill removes statutory references to the board. Representative Baumgardner answered questions from the committee. The committee held a sunset hearing on the Forestry Advisory Board on January 19, 2010.

01:43 PM -- Senate Joint Resolution 10-004

Representative Fischer presented Senate Joint Resolution 10-004, concerning approval of water project revolving fund eligibility lists administered by the Colorado water resources and power development authority.

Michael Brode, Executive Director of the Water Resources and Power Development Authority, spoke in support of the resolution and described federal grants received for public drinking water and wastewater projects and the state match for the federal moneys (Attachments A and B). He identified rates charged for the drinking water and waste water loans and estimated the amount of money that may be available for new loans in 2011. He also discussed funding received through the American Recovery and Reinvestment Act. Mr. Brode explained the federal Davis-Bacon Act wage rate requirements, which require prevailing wages are paid to contractors of public works projects, and how this has affected a variety of projects. He responded to questions from the committee regarding these requirements.
