The committee was called to order. The House members of the committee met with representatives of the Joint Budget Committee to discuss the capital construction section of the 2010 Long Bill, House Bill 10-1376. Representative Lambert, Joint Budget Committee, referenced a memo about funding for capital projects, prepared by Legislative Council Staff (Attachment A), and told the committee that there is significantly less money for capital in FY 2010-11 than in FY 2009-10. He then explained the decision by the Joint Budget Committee to dedicate $500,000 in General Fund Exempt dollars for highway construction projects within the Department of Transportation. In response to a question, Representative Lambert clarified that these moneys must be spent for transportation capital projects because of provisions included in Referendum C. Representative Riesberg clarified the source of funds used for Level I Controlled Maintenance projects included in the 2010 Long Bill. He added that the Capital Development Committee recommended funding additional Level I Controlled Maintenance projects (in the event that funds become available) in the prioritized recommendation it forwarded to the Joint Budget Committee on March 9, 2010.
