Representative McNulty, prime sponsor, presented House Concurrent Resolution 10-1006, concerning prior voter approval for a tax policy change directly causing a net tax revenue gain to any district. Representative McNulty explained the effect of the resolution and the need for the constitutional changes contained in it. Representative McNulty responded to questions regarding the effect of Article X, Section 20 of the Colorado Constitution on referral of tax increases to the ballot, and the need for this resolution in light of requirements in this portion of the constitution.
