Representative McFadyen called the meeting to order. A quorum was present. Representative Scanlan, prime sponsor of House Bill 10-1363, discussed the merits of the bill. The bill would specify that if current renewable energy portfolio standard (RPS) percentages are increased after February 1, 2010, that biogenically produced methane created as a result of human intervention is an eligible energy resource with regard to RPS compliance. Copies of Amendment L.002 were provided to the committee (Attachment A).

Representative Scanlan, prime sponsor of Senate Bill 10-177, discussed the merits of the bill. The bill would define "biomass energy facility" in state law and specify that such facilities are to be valued in the same manner as wind and solar energy facilities for property taxation purposes. Representative Scanlan responded to questions from committee members. Copies of Amendment L.014 were provided to the committee (Attachment B).
