Representative Roberts called the conference committee to order. She asked Representative Ryden to summarize the issues involved with the revised version of the resolution. Representative Ryden discussed her concerns with an amendment that was added in the Senate encouraging the Colorado Broadcasters Association to publically support federal legislation allowing cable and satellite carriers to offer Denver programming. She explained that the Colorado Broadcasters Association does not support that federal legislation.

Greg Romberg, Colorado Broadcasters Association, came to the table to explain the association's objection to the language in the revised version of the resolution. He stated the association spent a lot of time analyzing the issue and is opposed to the federal legislation because the association does not feel that it is the appropriate way for programming decisions to be made. He asked that the paragraph encouraging the Colorado Broadcasters Association to support the federal legislation be removed from the resolution, stating it will set a dangerous precedent to encourage a private organization to publically support something it does not agree with. He described the current television markets in Colorado.

Senator Whitehead commented on Mr. Romberg's testimony. Mr. Romberg stated that the current system in which Nielsen Media Research measures the television market and makes programming decisions based on the market is an appropriate process. Senator Steadman discussed his position that an amendment made by the Senate to send a copy of the resolution to Marilyn Hogan, President and CEO of the Colorado Broadcasters Association, should be retained, and asked the conference committee to reject Senator White's motion to adopt the House version of the resolution. Representative Ryden moved a substitute motion.
