01:53 PM -- House Bill 10-1406

Representative A. Kerr recapped where the committee left off on the bill, which was previously considered on Thursday, April 22, 2010 (Witness testimony and amendments were adopted at that time. Please refer to that committee summary for more information). He reviewed previous committee discussion on the cost of building to green standards. He also addressed the amendment he would like offered, L.011 (Attachment A), which delays the implementation of the bill for one additional year.

Representative Benefield commented that the amendment demonstrates that the bill is not necessary this year, and recommended that he bring the bill forward in the next legislative session. She stated that she would be voting no on the amendment and the bill.

Representative Middleton asked him to recap the amendments that had been adopted. Representative Tipton asked Representative Kerr what are the Environmental Protection Agency guidelines referenced in the bill. Representative A. Kerr responded that it refers to Energy Star building requirements and explained how the ratings are determined based on building type. Representative Tipton also expressed concern about the fiscal note for the bill, and the cost to the Governor's Energy Office (GEO) to implement the provisions of the bill and the cost to local school districts. Representative Kerr responded that GEO already has a green schools adviser and that the committee amended the bill to make participation with GEO permissive, instead of mandated.
