The committee chair, Representative Soper, called the meeting to order.


01:49 PM -- Senate Bill 10-182

Representative Peniston, prime sponsor, presented Senate Bill 10-182, concerning the implementation of certain recommendations of the County Elected Officials' Salary Commission. She explained that the bill will change the timing and frequency of the commission's meetings, the timing of reports from the commission to the General Assembly, and clarify language concerning services performed by the county surveyors.

Bruce Eisenhauer, Deputy Director, Department of Local Affairs, testified in support of the bill and explained that current law does not allow for a change of salary for an elected official who currently occupies an elective office. He explained that the commission would convene this summer to report back to the General Assembly during the 2011 legislative session. Mr. Eisenhauer addressed questions from the committee concerning how other states establish the salaries of county officials and the changes in the bill related to county surveyors.

Warren Ward, County Surveyor, Grand County, representing the salary commission and the Colorado Association of County Surveyors, testified in support of the bill and explained the changes in the bill concerning county surveyors. Mr. Ward discussed the history of county surveyors' salaries and explained that the bill would provide a base salary for county surveyors in state law and allow them to be compensated for additional work as determined by a board of county commissioners.
