Representative Kefalas presented Senate Bill 10-010 which was recommended by the Economic Opportunity Poverty Reduction Task Force. The bill allows the Executive Director of the Department of Human Services to use up to two percent of the Statewide Strategic Use Fund each year to contract for an independent evaluation of the initiatives supported by the fund. He stated that the fund was created through Senate Bill 08-177 for the purpose of providing support to low-income families.

Bill Hanna, Government Affairs, Colorado Department of Human Services, described the funding stream for the Statewide Strategic Use Fund. He provided three handouts to the committee, a fact sheet, a list of the members that sit on the Colorado Works Strategic Allocation Committee, and a list of the grants that the Statewide Strategic Use Fund has awarded (Attachments A, B, and C respectively). He stated that many legislators have asked if the use of the moneys in the fund has been effective. He stated that the bill allows an objective review of the effectiveness of the various programs that have been funded. Mr. Hanna explained that the funding in the Statewide Strategic Use Fund partially comes out of the Colorado Works program. He stated that the fund provides funding for statewide initiatives that serve low-income populations.

Debbie Stafford and Marjorie Lewis, committee members of the Colorado Works Strategic Allocation Committee, introduced themselves to the committee. Dr. Lewis stated that the committee has developed 14 outcome measures to determine a program's effectiveness. Ms. Stafford provided an example of the services and programs that have been funded with moneys from the fund. Ms. Stafford stated that the money has been used for programs that help low-income individuals move from poverty to self-sufficiency.
