Representative Balmer, prime sponsor, presented House Resolution 10-1009, concerning an amendment to the United States Constitution to prohibit Congressional exemptions from federal law. Representative Balmer provided background on certain federal law from which the U.S. Congress is exempted, and explained the purpose of the resolution. Discussion ensued regarding statutory exemptions for government at the state level. Representative Balmer again explained the purpose of the resolution.
