Representative McFadyen called the meeting to order. A quorum was present. Representative Judd, prime sponsor of House Bill 10-1341, discussed the merits of the bill. The bill would divert Motorist Insurance Identification account funds that exceed the account's annual appropriation to the Colorado State Titling and Registration (CSTAR) account. Representative Judd responded to questions from committee members.

Representative Priola, prime sponsor of House Bill 10-1285, discussed the merits of the bill. The bill would raise fines on commercial motor vehicles and use the additional fine revenue to fund an existing sales tax refund and an existing income tax credit for commercial investment in Colorado. A handout and copies of Amendment L.001 were provided to the committee (Attachments A and B). Representative Priola responded to questions from committee members.
