11:57 AM -- House Bill 10-1307

Representative Pommer, Joint Budget Committee chair and prime sponsor of House Bill 10-1307, presented the bill, concerning supplemental appropriations made to the Department of Local Affairs (DOLA). Representatives Ferrandino and Lambert, Joint Budget Committee members, joined Representative Pommer to present the revised budget of the department to the House Local Government Committee. Representative Pommer discussed reductions in salaries, personal services, and furlough days that have created changes in the department's budget for FY 2010-11. He discussed the policy of appropriating severance tax dollars from the Local Government Mineral and Energy Impact Grants and moneys in the Local Government Mineral Impact Fund to the state General Fund for FY 2010-11. He also talked about the costs saved by the decision to consolidate information technology personnel from other departments into the Governor's Office of Information and Technology.

The Joint Budget Committee members addressed questions from the committee concerning county contingency funds, federal funds to counties for temporary assistance for needy families (TANF), reappropriated funds in DOLA's budget, the use of severance tax dollars by the department, and the number of department FTEs for FY 2010-11.
