08:17 AM -- Adoption of 2009 Recommendations and House Bill 10-1080

Troy Bratton, Office of Legislative Legal Services, presented the 2009 recommendations of the Legislative Emergency Epidemic Response Committee (LEERC) that were adopted during the 2010 legislative session. He also explained the provisions of House Bill 10-1080, which expanded the duties of LEERC to include preparation for disaster emergencies and authorizes the committee to recommend legislation to the General Assembly pertaining to the preparedness, response, and recovery of an emergency epidemic or disaster. The bill also renamed the committee to the Legislative Emergency Preparedness, Response, and Recovery Committee.

Representative Lambert, vice-chair, discussed House Concurrent Resolution 10-1004, concerning the relocation of the state government during a declared emergency. He also discussed House Bill 10-1376 and Senate Bill 10-213, which suspends committees from meeting during the 2010 interim.

Committee discussion ensued concerning Senate Bill 10-213, which would suspend the committee from meeting again during 2010. The committee also discussed the change in the committee's scope under House Bill 10-1080, and the statutory requirement for the committee to meet at least annually to review and amend the committee's emergency plan.
