Representative Rice, prime sponsor, presented Senate Bill 10-129 to the committee. The bill gives the Department of Health Care Policy and Financing additional options in contracting for care coordination for children served under the Home- and Community-Based Services waiver program for children with autism. Under current law, the department must contract with community-centered boards (CCBs) for persons with developmental disabilities to be the single entry point and care planning agency for children with autism. Representative Rice clarified that there is a revised fiscal note for the bill.

Michelle Rogers, representing the Department of Health Care Policy and Financing, testified in support of the bill. Ms. Rogers said that the bill will have a significant impact on families in the state. Conversation ensued between Representative Kefelas and Ms. Rogers concerning CCBs. Ms. Rogers indicated that CCBs are currently neutral on the bill. Representative Riesberg asked whether there is any part of the state that is not covered by a CCB. Ms. Rogers said that currently there is not. Representative Gerou asked about the average age of diagnosis in Colorado. Ms. Rogers indicated that the average age is 5.2 years, but that the age can vary in the case of a waiver client.
