10:30 AM -- Senate Bill 10-034

Senator Whitehead, prime sponsor, described the provision of Senate Bill 10-034 concerning the regulation of pesticide refillers. Refillers are persons who transfer pesticides into reusable containers. He also distributed Amendment L. 001 (Attachment A).

John Scott, Colorado Department of Agriculture, explained that Senate Bill 10-034 enables Colorado to comply with new federal requirements and continue to regulate pesticide application in Colorado. He also spoke in support of the bill and Amendment L. 001 (Attachment A) and responded to questions from the committee regarding businesses, districts, and other entities that would be affected by this bill.

Angela Medbery, Colorado Pesticide Network, spoke in support of the bill and expressed concern about the provisions on page 5 of the printed bill, line 10 through 13, concerning information about inert ingredients in pesticides that may be requested by the Commissioner of Agriculture.


10:53 AM --
John Case, Rocky Mountain Agri-Business Association, spoke in support of the bill. Mr. Case also responded to questions from the committee about the regulation of pesticides.

10:57 AM -- Mr. Scott returned to respond to earlier comments about federal and state regulation of inert ingredients in pesticides.
