Senator Penry, primer sponsor, described the provisions of House Joint Resolution 10-1019 that memorializes the United States Congress to pass legislation to require the disbursement of moneys from the Anvil Points Fund directly to the affected counties of the state of Colorado, which are Garfield, Rio Blanco, Mesa, and Moffat.
