Representative Levy, prime sponsor, presented Senate Bill 10-046, concerning the boundaries of forest improvement districts. Representative Levy described the impact of insects on Colorado's forests and described the provisions of House Bill 07-1168 that initially authorized the formation of forest improvement districts. She talked about the need for forest improvement districts to cross county boundaries in her district, and explained that the bill allows forest improvement districts under Title 32 to be formed with boundaries that do not coincide with county or municipal boundaries. The bill also allows district boundaries to consist of noncontiguous tracts or parcels of property.

Representative Levy addressed questions from the committee concerning how forest improvement districts are funded and the need for district boundaries to include boundaries that do not coincide with county or municipal boundaries. Committee discussion ensued concerning the presence of bark beetle infestations in Representative Levy's district and the role between the forest service and forest improvement districts.
